headlights blinking like strobes while driving

Uh what can it b? This damn 94 giving me a headache already tickets. Could it b a fuse or the actual harness. Only the headlights flash nothing else flashes or goes off.

I checked the grounds and its still acting up.

Start simple. Pull the harness and see if it is all corroded and crappy.

Is it one light or both?

If it's both then do as Maximum says, check the relay, it may be intermittent and be crappy also.
