Major rust issue...

I have rust on both rear quarter panels along the enitre wheel well. (some douche drove this thing all winter since 98...) It has deteriorated about 3 inches of metal heading upward. I've looked around and to get a new rear quarter panel is 200 bucks a piece from a junkyard. they need to be cut off and welded back on. What is my best option? have it sanded down and rebuilt or get both new quarter panels? ALSO>>> i have rust spots that look like theyre dripping down the side of the car from the door handle and on the rear bumper. Its not rusted through, just looks like its on the paint. Is there any way to wash it off?

the drips are probably in the clearcoat

I would go to either mill supply , summit or partschannel and see what they want for the 1/4 panel new would be better then used on that I would think

how is the frame on the car make sure you know all your rust issues before you go further (from experience)
