4.6 2v Valve Covers

Just out of curiosity, why do some 4.6 2V engine covers have 11 bolts and others have 13/14 bolts?

• Romeo block valve covers have 11 bolts. (VIN W)
  
• Windsor block valve covers covers have 13 bolts. (VIN X)

There was an article in Hot Rod magazine that did a blow by blow, piece by piece parts/ design comparison on the Windsor/ Romeo engines.

Since the Windsor 4.6 was designed for trucks and vans it's no surprise that this engine is considerably more robust in the bearings, etc.. After seeing the article, I would definitely prefer the Windsor block if I wanted to build a 4.6.
