i heard around that the fan on the mustang shud go on to cool it down even when the car is off....mine doesnt do that!

If the car is off without the keys the fan will not come on, unless it is wired to constant power. It is wired to a ignition power supply.

So to answer your question, your car is fine, it is not supposed to run even when the car is off.

There are cars that do that, but I have never heard of it on a Mustang

Yeah some of the imports and high end luxury cars. But it is not typical.
