Fog light kit should be for the 99, 01-02 cobra; round fog light lens. Good luck, I'm sure the bumper will look good when it's done.

No, the outer holes are for the fog lights. The inner holes would be for air flow.

Call Racing Guy's 1-877-809-5528 they have the cobra fog lights smoked on Ebay $55 for both may have clear too. You may or may not need the bezel trim as well, found them under 2004 mustang cobra fog lights on Ebay. Outside hole gets the light inside gets air. I put in 2004 Mustang Cobra pics into search, they show alot of pic of the cobra bumper, some with fog lights some no lights. Your bumper is a little different than the stock cobra bumper,( Cobra R) but that light area looks the same. Ebay numbers ( lights 360566262932) bezels 281152562988. Check out those pics on the search.

99-01 cobras have a different front bumper cover than 03-04 cobras. I'd double check that the fog light kits are compatible. Cobra R bumpers are essentially 99 cobra front bumpers with a large diffuser attached at the bottom. Definitely research before you buy.
