If it were locked yes, but this is usable and practically brand new. I paid $400 for it and used it just to install and uninstall the tune. Never messed with the calibrations or anything. The lowest I'd go is $180.00 picked up.

I don't know, but without him having any creditable reputation on here, I'm not going to take risks on my behalf you know. Especially when we all know you pay for a product before recieving it anywhere you shop. No online company or even a local shop or store, are going to just let you walk in or send you an item without you paying for it, and hope that you will pay at some point lol. Not how it works.

Because the guy already bought one at the same price from a guy who takes Paypal, which protects both buyer and seller. I thought about sending money, but Mr. Haymore has no rep beyond his local club. Sending money to a legit seller via a protected method seemed much safer than sending good-as-cash to an unknown stone age guy who doesn't have a bank account or credit card (who was extremely belligerent in email correspondence).
